Alec Messina and Melissa Brown will be speaking at the Illinois Asphalt Pavement Association’s Environmental, Health, & Safety meeting on November 29, 2023. Messina will address developments in startup, shutdown, and malfunction rulemaking as well as environmental justice while Brown will discuss responding to Clean Air Act Section 114 requests.

Messina, a partner in the firm’s Springfield office, is a member of HeplerBroom’s Environmental Law practice team and also spearheads its Government Affairs practice group. In addition, he currently serves as the Executive Director of the Illinois Chamber’s Energy Council. Prior to joining HeplerBroom, he served as Director of the Illinois EPA and was the Illinois Governor’s Policy Adviser on Energy and Environment. Previously, he had been Chief Legal Counsel for the Illinois EPA and, later, the Office of State Fire Marshal.

Brown, an associate in the firm’s Springfield office, focuses her practice on environmental law. She assists clients on a wide variety of environmental issues including environmental compliance involving federal and state statutes and regulations that span all aspects of air, water, and land media. She has been named to Best Lawyers’ list of Ones to Watch.
